Police Report – STM/STMD

Within the first 24-hours of your arrival in Indonesia, you must get the:

STM/STMD –Surat Tanda Melapor/Surat Tanda Melapor Diri, which is issued by Resort Police Office.  You are advised to contact immidietely upon arrival the UNPAR International Office – UNPAR IO, at Rectorat Building, Ciumbuleuit 94, Bandung, phone : +62 22 2032655 (ext. 125). Some documents should be prepared, such as

  1. Copy of your passport
  2. Copy of the KTP (Indonesian ID Card) of the host (will be provided by IO)

Failure to do this within 3 days, you will violate a regulation and be charged, either fine as much as IDR 5.000.000 (approx USD 50) or a maximum of 1 year in jail.

KITAS and BLUE BOOK

Once you get the STM/STMD, you must convert your VITAS into KITAS at the Immigration Office within 7 days of your arrival. The following are the documents should be prepared :

  1. Recommendation letter from the UNPAR IO;
  2. Study Permit
  3. A letter of sponsorship
  4. A copy of KTP (Indonesian ID Card) of the sponsor
  5. A copy of STM/STMD
  6. A copy of your passport (pages of: your ID, VITAS, and Arrival date)
  7. Application forms (provided by the Immigration Office)
  8. A couple of 3X4 photos (red background)

The process will take 5 –7 working days.  All the documents are brought to the Immigration Office, Bandung – Jl. Surapati No. 82. The immigration officer will be asked you to return in 2 days, which you should prepare for payment, finger printed, and taking picture “face photograph”.  Then in 2 days after, you will get the KITAS card and the Bluebook. KITAS is extendable. Again, before you apply for the extension, you will have to get the SP).

Note:

Anytime you move out to another different place, you must report the new address to the Resort Police Office nearest your residence for the STM/STMD and the Immigration Office – in which your new address will then be noted down at your bluebook.

SKLD – YELLOW CARD

Students holding KITAS card must register with the National Police within 30 days of issuance of the Stay Permit. The Police Department (Direktorat Intelpam, Sub Direktorat Pengawasan Orang Asing) will issue the SKLD (Surat Keterangan Lapot Diri – Certificate of Police Registration), which is an important document and you must keep this card (or a photocopy) with you at all times. Here are the requirements:

  1. Recommendation letter from the UNPAR IO;
  2. A copy of your passport
  3. A copy of your KITAS Card and Bluebook
  4. A copy of STM/STMD
  5. A police finger print report
  6. A completed application form (provided by the Police Headquarters)
  7. 3 pieces of 3X4 size photos (red background)

Failure to report then you will violate the regulation wthich is

Article 61 of the immigration law, number 9 year 1992 says failure to report would expose you to a miximum of IDR 5.000.000 fine and a maximum of 1 year in jail.

“Orang asing sudah mempunyai izin tinggal (KITAS) yang tidak melapor kepada kantor Kepolisian Negara Republik Indonesia di tempat kediamannya dalam waktu 30 hari terhitung sejak diperolehnya izin tinggal, dipidana dengan pidana kurungan paling lama 1 tahun atau denda paling banyak Rp5.000.000,-”.

Note:

This yellow card and your EPO (Exit Permit Only) must be returned to the UNPAR IO before you return home.
